Most pages treat 71 as a softer restatement of 7, with the 1 added as a note about fresh starts. That reading survives because it never has to explain the one.
The number is more specific than that. Seventy already carries the completed stretch of study, and the 1 is what has to happen once the studying stops.

Deliberation is given the larger share. The single extra seat exists only to prevent the deliberation from becoming permanent.
The same tractate sets the smaller courts at twenty-three members, also odd, also sized to reach a verdict. Whatever else the system was doing, it did not build any body that could deadlock.
That is a better source for what 71 means than any modern list. The number has been used for two thousand years to describe exactly the moment this article is about.
Size was also a defence against a single view carrying the room. Seventy people cannot all be persuaded quickly, which is a slow and deliberate way of making certainty expensive.
It also explains why 71 does not feel like an invitation. A body sized to break ties is not asking anyone to reflect further.
What Psalm 71 asks for, and what it does not
Psalm 71 is traditionally read as the prayer of an old person, and it says so plainly.
It asks not to be cast off in the time of old age, nor forsaken when strength is spent. The speaker is someone whose long service is behind them.
The psalm does not ask for more time to prepare. It asks to be able to finish, which is a different request and a harder one.
There is a structural detail that fits the seventy-plus-one reading. Psalm 71 carries no title in the Hebrew, unusually for its position, and it is often read as a continuation of Psalm 70 rather than as a separate piece.
Readers who find 71 arriving during a slow patch often assume the number is asking for patience. The psalm at that number asks the opposite.
This is one text among several, and no tradition claims the psalm numbers were assigned to carry meaning. It is offered as a resonance rather than as evidence.
The pairing with Psalm 70 is worth one more line. That psalm is a plea to be delivered quickly, and reading the two together gives you urgency followed by the request to be allowed to finish.

How 71 differs from 17, 7, and 8
